WHO IS ELIGIBLE TO APPLY FOR FUNDING UNDER THE PSIF?

Currently, all 14 Ministries are encouraged to apply for funding under the PSIF together with the following Offices: Attorney General's Office; Audit Office; Ombudsman's Office; Legislative Assembly and the Public Service Commission.

State owned enterprises may also apply for support, but these will be considered on a case-by-case basis.

 

   

ELIGIBILITY CRITERIA FOR PSIF PROJECTS

The principles of progressive engagement underpin the development of PSIF project proposals. In some instance, assistance commences either smaller scale interventions, designs and scoping studies. This allows for progression to further stages of assistance depending upon the degree to which earlier assistance has effectively met the needs identified. This approach assesses the commitment, performance and capability of the agency concerned. 

To be considered for support under the PSIF, proposed activities must meet the criteria that have been established by the Government of Samoa.  These criteria shall include:

FOR ALL PROPOSALS
1.  Relevance

  • The proposal is consistent with Government's development priorities as identified in the Strategy for Development of Samoa (SDS ) and in the Public Administration Sector Plan ( PASP )
  • The proposal is consistent with the Corporate Plan for the agency concerned, the relevant Sector Plan if available and with issues identified in the agency’s Capability Plan
  • The proposal is consistent with the policies and strategic direction contained in the PSIF Strategic Framework
  • The proposal is consistent with a “Whole of Government” approach to policy and programming
  • The proposal complements, is coordinated with, but does not duplicate capacity development initiatives of the Government, including those supported by donors
  • The proposal complies with GoS policies eg as they relate to  human resource development, gender and environment
  • There is appropriate stakeholder involvement (including civil society and the private sector where appropriate)

2.  Effectiveness and Impact

  • The project will make a significant contribution to building the capacity of Government agencies
  • The project will assist the agency to improve service delivery to all
  • The proposal consists primarily of capacity building which may take the form of technical assistance, training programs, policy development, planning and service improvements
    The proposal identifies only equipment and materials that relate directly to capacity development or similar forms of support.

    3.  Efficiency

  • The proposal has clearly defined results and outcomes that are likely to be achieved in the designated time frame
  • The proposal uses a methodology that is practical, feasible, cost effective and sustainable, making maximum use of available resources.
    The proposal promotes and maintains Government standards of accountability and transparency
  • The proposal takes account of relevant social and cultural factors that may impact upon the methodology and capacity building in the recipient agency.

    4.  Sustainability

  • The proposal demonstrates how consideration of sustainability will be factored into all processes and decision making
  • The proposal includes an approach that demonstrates counterpart engagement and ownership, enhancing sustainability
  • The proposal strengthens the management capacity of the agency
  • The proposal places an emphasis on skills transfer and human resource development within the agency 
  • The proposal includes relevant counterpart contributions
  • The proposal identifies and takes account of the interests and expectations of  Stakeholders

FOR IMMEDIATE AND EMERGING PRIORITIES (IEP)

  • A current and strategic issue has been identified and is being addressed
  • The proposed project has an opportunity to have a quick and effective impact
  • The total time frame for the project is less than 12 months
  • The project may provide potential to lead to a Core Program that fits within the PSIF Framework or a development initiative that fits within wider Government development agenda  
  • Total project costs are less than SAT$100,000. Consideration is given to IEPs that exceed

SPECIFIC EXCLUSIONS

  • The proposal does not include the large-scale purchase of capital or other equipment.

    Note: Modest funding provision for the upgrading of the physical working environment of agency staff and/or clients may be considered as a part of a larger project.

  • The proposal can not seek PSIF funds for recurrent costs that properly are part of the agency's recurrent budget
  • The proposal does not include external technical assistance for agencies to provide staffing for in line positions or to carry out functions that should properly be performed by public servants 
    Catering , Venue hire and Sitting Allowance will depend on FSC decision
