GOVERNANCE AND MANAGEMENT OF THE PSIF  

The governance arrangements for the Public Sector Improvement Facility provide for effective and transparent management oversight of the projects supported by the Facility. These include:

Facility Coordinating Committee (FCC)
The FCC, comprising representatives of the three governments (Samoa, Australia and New Zealand), is responsible for strategic oversight of the PSIF.

The FSC Committee
The Facility Sub-Committee is chaired by the CEO Ministry of the Prime Minister and Cabinets.
Members are:
CEO Ministry of Finance
CEO Ministry of Women, Community and Social Development
CEO Public Service Commission
Controller and Chief Auditor
Donor Representative
Facility Management Unit (FMU. MPMC)
The FMU is the unit within the Ministry of the Prime Minister and Cabinet responsible for the strategic management and operation of the PSIF. 

Appraisal of projects
The EPPD in Ministry of Finance appraises all core projects and refereed to the PSIF for their final appraisal before it goes to the FSC for funding approval.

IEP Projects are appraised by the FMU, and referred to the FSC Committee for funding approval.

THE FACILITY MANAGEMENT UNIT

The FMU is the point of contact for the PSIF and is responsible for the strategic and day to day management of the Facility.

The FMU is responsible for:

      • Supporting and advicing the PSIF governance committees - FCC, FSC
      • Preparing the Review and Forward Plan for the Facility and continuously monitoring Facility’s performance
      • Supporting agencies in the identification of projects, assisting them in developing project proposals;
      • Facilitating the approval processes, including appraisal of project proposals;
      • Assisting agencies to manage the project management cycle;
      • Independently monitoring and evaluating the progress of projects, through a range of approaches eg reports, membership of project steering committees.
      • Managing the PSIF Special Purpose Account
      • Managing the Communication Strategy for the PSIF;
      • Marketing the PSIF and its opportunities across government and to all stakeholders; and 
      • Monitoring risk and preparing risk management strategies
The FMU can  also provide varying level of support across the range of activities associated with the project management cycle. These include:
      • provide support, training and resource materials to undertake stakeholder analysis, problem and situation analysis, prepare logical framework and other project management support;
      • assisting agencies undertake their own monitoring and evaluation of sub-contractor activity
The FMU currently has the following staff members:
      • FMU Facility Manager, Dr. Cam Wendt

      • Program Officer, Situfu Salesa
        FMU Administration and Finance Officer, Andrew Taylor
The FMU was  supported by an in-country Contracted Support Team (CST) who worked with the FMU in providing advice, training and management support where required. The CST's contract was finished on the 29th April 2009
      • The CST Manager was Elizabeth 'Libby' K McMillan
      • The CST Administration Officer was Sinatalai Mataelona-Tuautu
The CST was contracted through Coffey International Development.
