A program provides training and development resources for supporting PSIF program.  The training activities are designed to enhance and strengthen staff skills in specialised areas related to project design and management.  These training resources are available to staff of the FMU and staff of all government agencies accessing PSIF funding.

Executive Development Program 2 & 3

A twelve month program for second level managers in the public service and their private sector equivalents aimed at professional development, particularly in the areas of leadership, public sector management, service delivery and financial management. A combination of formal modules and workplace projects through the use of the “Action Learning” process provided managers with the opportunity to apply their learning from formal sessions directly to real issues and challenges facing them in the workplace. There were 40 participants in EDP II & III. Participants received an Advanced Diploma in Business Management from the University of New England on completion of the programme.

Strengthening of the Samoa Qualifications Authority

A project design was prepared to serve as a single planning, management and accountability document for the strengthening the operations of the new agency and its national coordination role. The outcomes of the project enable the SQA to meet its responsibility for providing qualifications and quality assurance services to post-school education and training in Samoa.

Design for Audit Institutional Strengthening Project

A comprehensive review of the Audit Office was undertaken to examine and report on the capability of the Audit Office with regard to the following.A design for an ISP will then be developed.The review has assessed:

  • The legislative framework governing the Audit Office mandate in GoS;
  • Policies and procedures under which the Audit Office operates and its structure; 
  • The capacity of the staff of the Audit Office and their development needs; and 
  • The technical systems and requirements for the Audit Office now and in the future

Strengthening of Public Records Managementand National Archives

The Ministry of Education, Sports and Culture is the leading agency for public records management.The project was facilitating the development of a whole-of-government approach to managing public records and develops a national approach to archives.The initial stage includes a pilot that focusses on 7 Ministries. Lessons learned from the project should inform the subsequent roll-out of the requirements and processes across Government.The Ministries that will be involved in this are project are:

Design of Department of Statistics Institutional Strengthening Project

This project was design to strengthen the Department of Statistics technical and management functions.
Outputs from the project will include:

  • Produce a detailed report on the requirements for an institutional strengthening project in the Department of Statistics;
  • Specify what must be done including review of the organisation and structure;
  • Examining and reporting on the capacity of the statistical processing systems, staff and other resources;
  • Specify technical tasks required of an institutional strengthening project;
  • evaluate quality of data and advice provided by the Statistics Department; and
  • Identification of risks, risk strategies to manage risks.  

Implementation of new legislation

This project makes operational the new regulatory framework contained in the Companies Act.  Technical expertise had engaged to develop and deliver train-the-trainer and awareness programs for the new legislation.

Review of Foreign Affairs Legislation

The project included a wide consultative process among stakeholders on the preparation of draft replacement legislation for the Ministry of Foreign Affairs and Trade.  The new legislation was required to accommodate the responsibilities and functions acquired as a result of the Ministerial Realignment in 2003.

The Office of the Electoral Commissioner is a new office.This project was to conducts an organisational and situational analysis for the Office of the Electoral Commission.Based on findings from the analysis, a forward plan is to be developed that will include the approach and strategy for implementation.

The aim of this project was to support efficient collection of Government revenue through ensuring that billing is accurate and timely. It provides funding for procurement of the IT system that supports the new billing arrangements.It also provided training on the new system.

Strengthening the central agency policy role of the Ministry and the Cabinet Secretariat

The first stage of the project will be to scope out the central agency policy functions of the Ministry of Prime Minister and Cabinet and its relationship with the policy functions of other Ministries. The outcome will form a strategy to improve the capacity of the Ministry of the PM and Cabinet to advice Cabinet and the PM on policy issues.

Legislative Drafting Handbook

This project was to produce a legislative drafting handbook that guides all Government agencies in providing the Office of the Attorney General with clear and concise drafting instructions when an agency wishes to amend or write new legislation.

Consolidation of Laws

A project to undertake a revision and consolidation of all Acts of Samoa. The last consolidation of laws was done in 1997 and a lot of new legislation and amendments have been passed since. A legislative framework will be established first to form a foundation for the revision of the Acts of Samoa to guide the next phase and future revisions.

The overall objective of the project was to strengthen the cooperation and collaboration between the various stakeholders in the water sector, comprising public service agencies, the private sector and civil society. As such, these objectives are clearly highlighted in the following outcomes achieved un the project.

  • Facilitation and support of the communication and sharing of information amongst a selected number of persons through the restricted domain

Policy Development & Coordination Reform Phase 1

The aim of the project was to improve policy development and coordination of Government’s reform program. The MPMC is the central agency responsible for policy leadership and direction in the public services. The unit within the MPMC is the Policy Implementation and Monitoring (PIMU).

Job Evaluation for CEO’s / Managers of Ministries & Corporations

The project was to establish a defensible and equitable remuneration framework for CEO and manager position of Government ministries and corporations. The needs to continue and refining the new Framework as a reform mechanism and to advise on movement in remuneration levels after the current increase is implemented.

Upgrade of Government of Samoa Financial System

 This project involes the upgrading of the Govt of Samoa Financial system, which was initially introduced in 2005, to improve the Financial, payroll and Human Resource system to meet the Gos goals for business process improvement and provide better access to the system and information

Institutional Strengthening Project

The objective of this project is to strengthen the capacity of the Samoa Bureau of Statistics (SBS) to provide high quality statistics to enable the private and public sectors in Samoa to formulate evidence based policies to undertake economic, social and business planning. The intention is for the SBS, as the national centre of expertise in official statistics, to efficiently and effectively produce and disseminate high quality statistics and play a strategic role in the coordination of official statistics both in Samoa and the region

Samoa Tourism Governance & Planning

Theprimary objective of this projectrelates to 3 components:

-to review and redraft the legislation and prepare a set of related regulations

-to develop, publish and disseminate the Tourism Development Plan 2008 -2012

-to assist with the development of the PIB for stage 2 of the project

Project Management Training for the Public Sector

 To develop practical project management expertise across Govt agencies and the wider public sector. An accredited workplace program hs been developed that will strengthen the capacity of those in the public sector to design, implement, manage and monitor high quality, well targeted projects.

The program has been contextualized to use local case studlies and meet local requirement for project programming and  planning. It has as it foundation two recognised qualifications under he Australian Qualification Framework and is an accredited program with certificates awarded via Vicotria University Melbourne Australia.

Human Resources Database for the Government of Samoa

 This project aims to implement the HR Module of the existing GOFAR Integratied Management Informantion System for the Government of Samoa. This will enable all Ministeries to access information and reports that are required for the HR purpose in the Public Sector in particular to 

     -   Provide reliable and up to date information to Govt on employee performance,  recruitment and capacity building thereby enabling the time provision of policy advice and decision making to Govt  on all HR mattters.

Labour Law Reform

The objective of this project are threefold:
1.For Samoa to have a set of labour laws that fully comply with International Labour Organisations (ILO) standards and conventions;
2.For Samoa to be in a position to ratify, in the first instant, ILO core conventions and in the long term, other ILO conventions deemed relevant and appropriate for the country’s development;

To increase the effectiveness and efficiency of the Ministry in dealing with labour matters, improving labour relations and helping increase productivity through better labour policies and laws

Impact/Tracer Study of EDP 1-3

This project is to undertake a comprehensive situational and review of the Public Trust Office, identifying all areas requiring or improvement and any gaps which may be impacting on the ability of the Office to effectively and efficiently deliver its services to the Public.

SamoaAirport Authority Act Review

A review of the Samoa Airport Authority (SAA) Act and draft amendments to ensure that SAA has the required powers to carry out planned future developments for the SAA. The estimated duration for this review was four (4) weeks. The Consultant worked together with the SAA, the Civil Aviation Expert, and the Office of the Attorney General to review the Act and relevant laws affecting it and then prepare draft legislation complete with summary and memorandum.

Public Finance Management Reform

The project aims at assisting the MOF to identify potential improvements of system, workflow processes and practices and implement a capacity building programme. The objective of which is to strengthen public finance management system and improve fiscal discipline resulting in timely submission of public accounts and a robust framework of internal controls. Core process that needs strengthening:

-timely submission of reports to public accounts

-regular reconciliation of bank accounts, cash flows management and monitoring

-payment of arrears

-develop user friendly procedures

-collection of income 

Policy Development & Coordination Reform Program Phase II

A project to strengthen the capacity of the Ministry of the Prime Minister & Cabinet (MPMC) to carryout its core central agency functions of providing support to the Prime Minister & Cabinet and whole of government policy coordination. The four components are directed at:
·equipping MPMC with the management systems needed to carry out its core central agency policy management functions;
·strengthening the capacity of the Cabinet Secretariat to provide support services to Cabinet through the Secretary to Cabinet;
·build the capacity of PIMU to carry out MPMC policy coordination and monitoring functions and;
·put in place effective systems for program management, monitoring and reporting

Revenue Policies Review

The objective of the ongoing revenue reforms is to align Government’s policies with the evolving nature of changes in internal and external factors which impact on Government fiscal position. This will also enhance Government capacity to deliver basic social services to the people of Samoa. It also has the need to further review taxes and tariffs, as well as looking at existing anomalies in the current taxes and tariffs structures. This ensures investment are promoted using tax and tariffs strengthened processes and effective procedures.
